Within the Factor Rationale page there is a green button that says "Turn Half Levels On" or red button "Turn Half Levels Off". These buttons refer to the ability to add explicit definitions to half levels within each sub factor.  By clicking the "Turn Half Levels On" button the tool will automatically create half levels (.5 increments) as opposed the default full point increments within the Factor Rationale Page.  Explicit rationale can then be added for each .5 level increment in addition to the full level increments.  Click the red "Turn half Levels Off" button reverses this.
