"Project Updated Since Optimized" is only relevant to banding scenarios that were created using the  OPTIMIZE PAY EQUITY ANALYSIS  button.  If changes to your project have been made that may affect the initial optimization analysis than a check will appear in this field so that you are aware that this banding scenario may not be currently optimized and it may be beneficial to run a new optimization.
